The shopping centre was evacuated and closed as police arrived about 2.30pm.
Some of those involved in the brawl were armed with knives, resulting in multiple people being stabbed.
Police said this was a planned fight between two rival youth gangs.
A 20-year-old man sustained upper body injuries in the affray and was taken to Royal Melbourne Hospital in a serious but stable condition.
A 16-year-old boy from the Darebin area and a 15-year-old boy from the Melton area, who police believe to be the primary offenders, were arrested at the scene.
They have since been charged with affray, intentionally causing injury, possession of a controlled weapon and use of a controlled weapon.
They will appear before a children’s court at a later date.

Two other men were arrested on Monday morning and have since been charged.
A 20-year-old Thornbury man faces charges of affray, intentionally causing injury, and committing an indictable offence while on bail.
An 18-year-old Bundoora man has been charged with affray and intentionally causing injury.
Both have been granted bail and are due to appear at Heidelberg Magistrates’ Court on July 15.
Police said all those arrested are known gang members and are confident they’ll arrest the remaining three males involved in the incident soon.
Two males, one with injuries, presented themselves to hospital after the brawl, and police confirmed no innocent bystanders were harmed.
Police have seized three machetes linked to the gang fight.

Officers have been patrolling the shopping centre and this will continue over the coming days and on weekends.
Victorian Premier Jacinta Allan condemned the incident in a statement issued on Sunday afternoon.
“In Victoria, community safety comes first,” the statement reads.
“What we have seen at Northland shopping centre this afternoon is appalling and I condemn it.
“I want to thank Victoria Police, our first responders and the shop owners, staff and the public who were all incredibly brave responding to this incident.”
Anyone who witnessed the altercation is urged to contact police.
